<P>PROBLEM TO BE SOLVED: To efficiently produce water by feeding sufficient energy for easily dissociating or ionizing water, and to provide a method for treating excessively produced water. <P>SOLUTION: This air cleaning device consists of a discharge electrode 1, an opposite electrode 2, a pulse high-voltage applying device 3 for applying high voltage between the electrodes to discharge electricity, a Peltier element 4, and a heat sink 5.
