<P>PROBLEM TO BE SOLVED: To materialize a PWM control system where harmonic control is possible and switching frequency does not change greatly though it enables a high-speed current control response, in a three-level converter. <P>SOLUTION: This controller calculates the angle θΔi of a current deviation vector, based on the current command and the output current of the three-level converter, and calculates the region that the voltage reference vector V* of the power converter belongs to, and selects a voltage vector to decrease the current deviation, from among the three apexes of the region Vz that the voltage reference vector V* belongs to, based on this region Vz and a switching command vector SW of the angle θΔi of the current deviation vector, and generates a series of switching sequence which ends with a switching signal which becomes a zero vector from a switching signal which becomes this voltage vector.
