<P>PROBLEM TO BE SOLVED: To provide a nonaqueous electrolyte solution which is incombustible even under a high-oxygen condition, and to provide a nonaqueous electrolyte secondary battery with the nonaqueous electrolyte having excellent battery performance. <P>SOLUTION: The nonaqueous electrolyte has a characteristic of being composed of a nonaqueous solvent, which contains a cyclic phosphazene compound expressed by the formula (I): (NPR<SP>1</SP><SB>2</SB>)<SB>n</SB>, where each R<SP>1</SP>represents a halogen or a univalent substituent group independently and n represents numerals of 3 or 4 and a fluorophosphate compound expressed by the formula (II), where each R<SP>2</SP>represents a halogen, an alkoxy group or an allyl group independently, and at least one of R<SP>2</SP>is an alkoxy group or an allyl group, and a supporting salt.
