PROBLEM TO BE SOLVED: To improve system throughput by improving an error correction capability without discarding padding data in vain. SOLUTION: A padding data number calculating means 113 calculates the number of padding data based on a modulation scheme, an encoding rate and a diffusion rate that are control information. At such a time, the number of padding data is calculated as a difference between the number of bits corresponding to a radio band and the number of bits after error-correcting encoding. Based on the results of the calculation, data for padding due to a padding unit 104 are temporarily stored, from a signal error-correcting encoded by an error-correcting encoding unit 101, into a padding data storage unit 103.
