PROBLEM TO BE SOLVED: To transmit a message while reducing an effect on the transmission of data. SOLUTION: A cable 36 receives a call demand to a terminal device from a network. A radio section 32 sets a channel for a call to be used exclusively by the terminal device when the terminal device is brought to a communicable state, and carries out a communication between the terminal device and the network. A response section 26 responses the state, in which the terminal device is not under the communicable state, to the network side when the terminal device is not under the communicable state. A storage 24 stores the message from the network side after a response message is output. A resource control unit 30 measures the occupancy ratio of the channel for data.
