PROBLEM TO BE SOLVED: To provide a system for enabling recovery of a communication apparatus from remote areas without exchange of the communication apparatus when control software stored in a storage device of redundant structure is broken by procedure error by a maintenance person or temporary failure of a maintenance line in the communication apparatus. SOLUTION: A network supervising apparatus 301 having detected a failure of a radio communication apparatus 101 which cannot be driven normally or cannot realize communication with an apparatus supervising protocol transmits a boot instruction signal 701 to a relaying apparatus 201. The relaying apparatus 201 having received the boot instruction signal 701 transmits the boot control signal 702 using the signal of the data link layer to the radio communication apparatus 101. The radio communication apparatus 101 having received the boot control signal 702 is activated with transfer of the restoration program from the network supervising apparatus 301 based on the boot control signal 702. Control from the network supervising apparatus 301 after the activation can be realized with activation with the restoration program of the remotely located network supervising apparatus 301.
