PROBLEM TO BE SOLVED: To prepare a cosmetic capable of sustainedly releasing an active substance having beautifying and bleaching effects. SOLUTION: This cosmetic contains at least one kind of hollow fiber of a material selected from titanium oxide, titanium hydroxide, a titanic acid salt, and amorphous titanium oxide, wherein the active substance is filled into the inside of the hollow fiber, so that the active substance is sustainedly released from the hollow fiber to the outside. The cosmetic sustainedly releases the active substance enclosed in the inside and having a pharmacological effect, and therefore produces the effect for a long time. Further, the cosmetic releases the active substance in a large amount, in case of ultraviolet irradiation which damages the skin, and therefore effectively exhibits beautifying and bleaching action.
