A used developer cleaning system is provided which removes used developer remaining on an image transmission medium after a developer image has been transferred, and an image forming apparatus having such a used developer cleaning system. The used developer cleaning system includes a cleaning section, a used developer collecting section, a first sludge filtering section, positioned in the used developer collecting section to divide the used developer collecting section into at least two spaces, and a used developer storage section for storing the used developer, from which sludge has been filtered through the first sludge filtering section. The used developer storage section communicates with the used sludge collecting section.
