PROBLEM TO BE SOLVED: To provide a dot arrangement determination method and device and a threshold value matrix preparation method which use an evaluation function based on visual characteristics and an optimization method and have the effect of reducing irregularities occurring due to missing dots. SOLUTION: The dot arrangement determination method includes a setting process to variably set an arrangement pattern to arrange dots totaling m (m is an integer of one or larger) in a prescribed pixel area, a first image evaluation value computation process to compute the image evaluation value of a dot image based on the arrangement pattern set, a second image evaluation value computation process to compute the image evaluation value of a halftone dot image realized when an optional row of pixels of a prescribed pixel area is unable to form dots, and a dot arrangement computation process to obtain an arrangement pattern least susceptible to the inability to form dots of the optional pixel row of the prescribed pixel area by using the result of computation of the first and second image evaluation value computation processes and approximately solving a combination optimization problem for the arrangement pattern.
