PROBLEM TO BE SOLVED: To provide an organic EL display device having excellent light extraction efficiency and manufacturable at a low cost. SOLUTION: This organic EL display device 1 is provided with: an organic EL element 40 having an optically-transparent back electrode 41, an optically-transparent front electrode 43 facing to the back electrode 41 and an organic matter layer 42 interlaid between the back electrode 41 and the front electrode 43 and including a luminescent layer; a reflecting layer 70 facing the back electrode 41; and an optically-transparent flattened layer 60 interlaid between the reflecting layer 70 and the organic EL element 40. The device is characterized in that the facing layer of the reflecting layer 70 to the organic EL element 40 includes a plurality of projecting parts and recessed parts formed at nearly constant intervals and each having a normally-tapered cross-sectional shape; the height of each projecting part and the depth of each recessed part are not smaller than 0.5μm; the interval is not smaller than 3μm; and, when viewing one cross section of the reflecting layer 70, the facing surface of the reflecting layer 70 to the organic EL element 40 has a nearly sine-wave form.
