PROBLEM TO BE SOLVED: To provide a lead damper which facilitates formation thereof, is free from aftereffect of vibration of an earthquake etc., and available even in a small building, and to provide a building having the lead damper mounted therein. SOLUTION: The lead damper 4 is formed of a first nut 41 arranged on a first member 31, a second nut 42 arranged on a second member 32, and a lead rod 5. The lead rod 5 has a screw 51 which is formed on one end thereof and screwable into the first nut 41, and a screw 52 which is formed on the other end thereof and screwable into the second nut 42.
