<P>PROBLEM TO BE SOLVED: To provide a method for processing ship balast water including a biocidal method for making the ship balast water comply with environmental standards which especially exhibits a high maintainability and a high economical efficiency and to provide a method for manufacturing a sterilized liquid from general natural water. <P>SOLUTION: Since organisms are collected on a filter aid, which is a relatively thin film spread on the surface of a filter element, during filtering, biocidal thermal energy, electrical energy or the like can be efficiently applied to them in this state. Also, the residual dead organisms after biocidal process are mixed with clean water which is separated in a previous process step and the mixed liquid is stored as balast water during navigation.
