<p><P>PROBLEM TO BE SOLVED: To provide the transition of a seamless session in content distribution to a mobile radio node. <P>SOLUTION: An RLP (radio link protocol) is separated into a forward-link state and a reverse-link state, the forward-link state indicates the transfer of data from a home agent in an IP network to an access terminal and the reverse-link state indicates the transfer of data from the access terminal in the IP network to the home agent. In one embodiment of a seamless active session mobility solution for RLP, an RLP transition process of two stages for shifting the specified states from a source to a target is executed. In the first stage, the forward-link RLP state is shifted from the source to the target.
