PROBLEM TO BE SOLVED: To provide an encryption data distribution method capable of creating a cipher text that can be decrypted only by one's prescribed party equipment, and capable of performing the encryption and decryption processing speedily. SOLUTION: An encryption key is created by using an encryption device authentication key A inherent in an encryption device and a decryption device authentication key B inherent in a decryption device, and the cipher text is created by the encryption key. The encryption device authentication key and the decryption device authentication key are attached to the cipher text 110 as attribute information 120 for sending to the decryption device. In the decryption device, the decryption device authentication key B contained in the attribute information is compared with an authentication key B created by the decryption device, and decryption processing is made to the cipher text only when they agree.
