PROBLEM TO BE SOLVED: To eliminate a sense of incompatibility of the user of a suspended side device resulting from the fact that a holding tone is not delivered from the suspended side device at the time of holding. SOLUTION: If the destination is a family user such as the user of key telephone 1B connected between key telephone 1A and a system at the holding time during session with the destination through an IP network, a holding tone is not delivered to that destination. If the destination is a specific user such as a client or a general user, a holding melody or an intermittent tone is delivered, respectively, to that destination through the IP network. The holding tone is not delivered to a family user recognizing the fact that the holding tone is not delivered from a suspended side device at the time of holding, and the holding tone is delivered to a general user or a specific user not recognizing that fact. Consequently, a sense of incompatibility of the user resulting from the fact that a holding tone is not delivered from the suspended side device at the time of holding is eliminated.
