PROBLEM TO BE SOLVED: To extract all character information in a chart by preventing a cell where character information is originally buried from being painted out by binarization processing. SOLUTION: The binary data of a chart frame in a chart region on an original are extracted, and the chart configuration of the chart frame is recognized based on the binary data of the chart frame, and character information is extracted from the chart frame, and a region for extracting the character information according to the recognition result of the chart configuration of the chart frame is selected when the chart frame is reprocessed, and character information at the selected position is re-extracted, and the chart frame is reprocessed.
