PROBLEM TO BE SOLVED: To provide a highly corrosion resistant steel in which the properties of preventing the generation of iron rust by interaction between the surface of a matrix and a zinc-rich primer are improved, and rust prevention effect is further improved. SOLUTION: The highly corrosion resistant steel is obtained by coating the surface of a matrix freed from scale with a zinc-rich primer, and the matrix has a composition comprising, by mass, 0.01 to 0.2% C, 0.05 to 1.0% Si, 0.1 to 3.0% Mn, 0.02 to 1.0% Ni, and the balance Fe with inevitable impurities, and the vicinity of the surface of the matrix is provided with an Ni-concentrated layer having a thickness of≥1μm.
