PROBLEM TO BE SOLVED: To provide a method for reducing and melting an iron oxide-containing iron raw material having excellent mixable property and high iron yield by performing the heating and reducing-treatment with a pre-reduction furnace, such as a rotary-hearth furnace to the granular and/or powdery iron oxide-containing iron raw material and charging the raw material into molten iron in a melting-refining furnace. SOLUTION: In the reducing and melting method by performing the blowing of oxygen while adding carbon-containing fuel by charging the iron raw material into the molten iron in the melting-refining furnace after performing the heating and reducing treatment to the granular and/or powdery iron oxide-containing iron raw material containing the iron as the main component, oxides such as iron oxide, CaO, SiO<SB>2</SB>and carbon-containing material to attain≥70% average metallizing ratio, in the case of using Q (Nm<SP>3</SP>/h) for bottom blowing gas flowing rate, h (m) for depth of the molten iron and W (ton) for weight of the molten iron, a stirring powerεof the molten iron with the bottom blowing gas calculated with the formula (A), is controlled to be 0.2≤ε≤2.
