FIELD: billing systems for calculation and payment for services for used resources. ^ SUBSTANCE: method for forming of billing system includes installation at consumer's site of commercial accounting device (CAD), which forms resource usage data in the form of low level protocol messages. Communication of CAD with databases is done through data transfer bus, which can be wired or wireless, with prior conversion of messages into high level protocol messages, which contain open part of digital certificate, intended for messages identification in system. Billing system contains at least one commercial accounting device (CAD), installed at consumer's site, at least one resource consumers database, resource-providing organization database, database with events, which occur in resource consuming system (government control body, insurance company), and financial office (bank) database, in which accounting is made for consumed resources, interface device with low-level protocols (CAD), conversion and electronic billing device with adjustment capability, information about resource consumer and about information about resource consuming or messages receipts storage device. Messages are generated when events occur in resource consuming system and require record-keeping and reaction. Billing system also contains device for initiation and fixation of calculated transaction and generator of digital certificates, intended for giving out a digital certificate to every participant of the billing system with usage of open part of digital certificate, which is intended for message identification in the system. Initiation and fixation of calculated transaction device, named interface device, public generator and databases are connected using data transfer bus, wired or wireless with the capability of information exchange using high-level protocol. ^ EFFECT: creation of billing system with full automation of payment process. ^ 5 cl, 1 dwg |
