There is provided a shift clock generation device for shifting the phase of the shift clock by inserting an insert pulse into the shift clock. The shift clock generation device includes an insert pulse generation section having: a correction memory for storing correction data used for calculating the number of insert pulses to be inserted into the shift clock for a phase difference set value based on the phase shift amount; a pulse counting section for accumulating correction data stored in the address range of the correction memory based on the phase difference set value and calculating the number of insert pulses; and a pulse generation section for generating an insert pulse based on the data on the number of insert pulses.
