<p><P>PROBLEM TO BE SOLVED: To provide a bid management device, a bid management method and a bid management computer program capable of limiting a bid by a participant which does not actively make the bid. <P>SOLUTION: This bid management device 1 comprises a lockout management part 12 determining, based on a given determination condition, whether transmission of bid information from a participant terminal 2 is limited or not, and a lockout timer 13 determining the timing of executing the determination in the lockout management part 12, in which the lockout timer 13 is operated according to generation of a predetermined lockout timer operation event.
