PROBLEM TO BE SOLVED: To prevent a network from being shut down by detecting a loop connection at an access part on a LAN. SOLUTION: At the access part on the LAN, the traffic intensity of received packets is detected and it is decided whether the traffic intensity exceeds a designated threshold; when it is decided that the traffic intensity exceeds the threshold, packet information characteristic of the received packets is acquired and the acquired packet information PKT1 is compared with packet information PKT0 which is already held, thereby deciding that a loop connection is made when the pieces of packet information match each other as many times as specified within a designated time.
