PROBLEM TO BE SOLVED: To provide a refractive index changing element which can change its refractive index in a non-absorbing area by a large amount. SOLUTION: This refractive index changing element has a structure section which includes quantum dots of discrete energy levels and a dielectric matrix that enclose these dots, and an electron injector for injecting electrons into the quantum dots through the dielectric matrix.
