PROBLEM TO BE SOLVED: To determine a transmission power value or data rate in transmission power control at a receiving side apparatus. SOLUTION: A communication apparatus 2 includes a modulation system control part 14 for selecting one data rate and transmits a communication signal of the selected data rate to a communication apparatus 2, and the communication apparatus 3 includes a storage part 35 for storing required reception power data and a line quality calculation part 34 for acquiring reception power data of a received communication signal, acquiring transmission power margin data indicating the difference between a maximum transmittable power of the communication apparatus 2 and a transmission power in transmitting a communication signal from the communication apparatus 2, and determining a data rate on the basis of maximum reception power data that are predicted on the basis of the transmission power margin data and the reception power data, and the required reception power data, and transmits the data rate to the communication apparatus 2.
