PROBLEM TO BE SOLVED: To operate a terminal device by downloading not only an application program but also an OS from a network without providing any special device or equipment. SOLUTION: This system is provided with an OS distribution server in which OS data are preliminarily stored, an application distribution server in which application data are preliminarily stored, an in-LAN distribution server for receiving the OS data from the OS distribution server and storing the data, and for starting the OS data as its own OS, and for receiving the application data from the application distribution server and storing the data and a network terminal device for receiving the OS data and the application data from the in-LAN distribution server, and for starting the OS data as its own OS, and for starting the application included in the application data on this OS.
