PROBLEM TO BE SOLVED: To provide a heater with excellent energy efficiency by restraining heat conduction to liquid through a glass tube to the utmost. SOLUTION: The heater has a carbon wire heating element 3 enclosed in the glass tube 2 and two sealed terminal parts 4 supplying power to the carbon wire heating element 3. An inner diameter of a glass tube part 2b at the neighborhood of the sealing terminal part 4 is made smaller than that at the other part thereof 2c, and the carbon wire heating element 3 is arranged between the sealed terminal parts 4, 4 without loosening.
