PROBLEM TO BE SOLVED: To improve drainability of water etc. and air permeability between a floor plate and a floor mat. SOLUTION: A plate material serving as a raw material for the floor plate 11 is press-worked in such a corrugated sheet-shape that protrusions and recesses are continuously provided, so that many recessed grooves 12 etc. for the discharge of water etc. and ventilation can be provided in parallel at intervals in the state of continuing almost throughout the length from an end on the other side of the getting-on-and-off side of each of the recessed grooves 12 etc. to an end on the getting-on-and-off side thereof. Additionally, bottom surfaces of the recessed grooves 12 etc. are inclined in such a manner that a leading end is lowered toward the end on the getting-on-and-off side, and exhaust ports 12a etc. are provided at the leading end of that inclination.
