PROBLEM TO BE SOLVED: To provide a paper cutter suitable for use in a part of an image forming system, and a paper post-processing device and an image forming system including the paper cutter. SOLUTION: This paper cutter 100 for cutting the edge of a sheaf of paper sheets by a movable cutting blade 121 and a blade receiving member 116 includes: support plates 123A, 123B movably supporting a cutting blade holder 122 to which the cutting blade 121 is fixed; side wall members 102A, 102B abutted on both end faces in the knife edge direction of the cutting blade 121 of the support plates 123A, 123B to fix the support plates 123A, 123B; and a parallelism adjusting means 140 for adjusting the parallelism of the knife edge of the cutting blade 121 and the blade receiving member 116 to the paper sheaf holding surface.
