<P>PROBLEM TO BE SOLVED: To reduce noise at both-side color image formation. <P>SOLUTION: Image is formed in an image forming part which forms a color image on an intermediate transfer body, by forming an image for one color for each rotation of an intermediate transfer body on the intermediate transfer body and superimposing a plurality of images on the intermediate transfer body by a plurality of rotations of the intermediate transfer body, and the image is transferred and fixed to paper. When the paper, which has passed a fixing part, is returned to a transfer part by being switched back toward a return path and an image is also transferred to the other side of the paper, when the image to be formed for the other side is a color image, the paper is returned at a low speed v1, which is the transport speed at transfer or lower.
