PROBLEM TO BE SOLVED: To inform without wrong determination, when the number of times of fluctuation of a flow rate value is large. SOLUTION: This device is equipped with a measurement control means 17 for selecting either of a normal-precision measuring means 15 and a high-precision measuring means 16 corresponding to the degree of fluctuation of a value of a fluid detection means 12, a measurement counting means 18 for counting a measurement frequency of the high-precision measuring means 15, a determination means 19 for comparing a counted value by the measurement counting means 18 with a determined counting set value, and an information means 20 for displaying on or communicating to the outside according to a value by the determination means 19. The determination means has an extension of time wherein determination is not performed as long as a prescribed period from the start of use, to thereby enable accurate determination.
