PROBLEM TO BE SOLVED: To allow the opposing wall faces of buildings to have a larger vertical displacement relative to each other, and improve its workability and cut off performance. SOLUTION: Edges 44a, 44b are fixed to opposing wall faces 43a, 43b. A cover 45 is provided across the opposing wall faces 43a, 43b to cover the edges 44a, 44b and a clearance 41 from above. A bracket 48 is fixed on the back 47 of the cover 45 looking out on the clearance 41. A spring is provided, of which the one end 49 is rotatably engaged with a bracket 48 and the other end 50 is done so with the other edge 44b, and of which the coil 51 connected with the one end 49 and the other end 50 gives a momentum in an anticlockwise direction A to the cover 45 together with the bracket 48 by means of a changeable return spring 52 located between the cover 45 and the other edge 44b.
