PROBLEM TO BE SOLVED: To relatively easily change a boring position in the peripheral direction, while freely changing a boring position in the height direction. SOLUTION: This boring device for boring a bolt hole 22 in a side surface of a shaft 23, has a cylindrical body 1 of a cylindrical shape inserted into the shaft 23 and forming an opening 1A on a side wall, a boring machine 7 arranged on a bottom plate 1C of the cylindrical body 1, and a positioning means for fixing the boring machine 7 to the boring position. The cylindrical body 1 has a height adjusting bolt 2 as a height adjusting means, and a centering bolt 6 as a centering means. The boring machine 7 has a drill 8, a base 9, a drill installing means 10 for movably installing the drill 8 in the horizontal direction on the base 9, and an operation handle 11 for horizontally moving the drill 8 from above the cylindrical body 1 via the drill installing means 10.
