PROBLEM TO BE SOLVED: To heat a mat to a high temperature efficiently and uniformly in a state of high quality. SOLUTION: This mat heating device is constituted so as to heat the mat M base on fibers and having air permeability and thermoplasticity prior to cold-pressing the mat M to mold the same and has a high temperature plate 22 and a hot air jet surface 45 opposed to each other and capable of approaching and separating relatively. The mat M is arranged on the high temperature plate 22 in a state that the under surface of the mat M is brought into contact with the high temperature plate 22 and a plurality of hot air jet orifices 43 are formed to the hot air jet surface 45 to jet hot air to the upper surface of the mat M. In a first heating stage (contact jet stage), hot air is jetted to the mat M from the hot air jet orifices 43 in a state that the hot air jet surface 45 is brought into the upper surface of the mat M and, in a second heating stage (spaced-apart jet stage), hot air is jetted to the mat M from the hot air jet orifices 43 in a state the hot air jet surface 45 is spaced apart from the upper surface of the mat M.
