PROBLEM TO BE SOLVED: To provide a water barrier mat having high durability over a long period of time, improved in workability in the case of the mutual bonding of adjacent water barrier mats, capable of obtaining high bonding strength and capable of obtaining the good water cut-off properties of the mutually bonded parts of the adjacent water barrier mats. SOLUTION: A nonwoven fabric mat 2 is bonded to the surface of a stainless steel thin sheet 1 having a predetermined dimensional shape using an adhesive 3 and the locking parts 1a mutually locked with end edges of the stainless steel thin sheet 1 of the adjacent water barrier mats are formed to the end edges of the stainless steel thin sheet 1 while water cut-off materials 4 are arranged to the locking parts 1a.
