<P>PROBLEM TO BE SOLVED: To prepare commands corresponding to a plurality of IC chips of different kinds in one server. <P>SOLUTION: The kind of a secure chip (IC chip) which is a control object at present acquired by a server application 51 is reported to a secure chip manager module 132. In the secure chip manager module 132, a command kind and a ciphering processing kind are managed corresponding to the kind of the secure chip, and when the preparation of a prescribed command to be executed by the secure chip is requested from the server application 51, the command of the kind corresponding to the kind of the secure chip which is the control object at present is prepared. The ciphering processing of the kind corresponding to the kind of the secure chip is executed to the prepared command and it is supplied to the server application 51.
