PROBLEM TO BE SOLVED: To provide an electroluminescent element having improved light-emitting efficiency of a desired light-emitting layer and an organic electroluminescent device having the electroluminescent element. SOLUTION: A hole-injecting electrode made up of a transparent electrically conductive film, for example, an indium tin oxide (ITO) film etc., is formed on a substrate. A hole-injecting layer is formed on the hole-injecting electrode. Next, a hole-transportation layer, a first light-emitting layer 5a, a thin film layer 5c, a second light-emitting layer 5b and an electron transportation layer are sequentially formed on the hole-injecting layer by vacuum deposition. Further, an electron-injecting electrode is formed on this electron transportation layer.
