PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a display medium for simply forming electrodes having shapes corresponding to desired characters or images, and to provide a method for manufacturing the display medium having electrodes having shapes corresponding to desired characters or images and electrically connected as one electrode pattern and capable of easily laying wires for supplying current to the electrodes, and to provide the display medium. SOLUTION: When each character or image is constituted of a plurality of independent portions, respective electrodes formed correspondingly to these portions are electrically connected to form one electrode pattern and a first electrode 21 and an auxiliary electrode 22 are formed on the basis of the electrode pattern. Thereby the first electrode 21 which corresponds to portions constituting the character or images to be displayed on the display medium 20 and is electrically connected to one pattern can be simply formed, and the display medium 20 capable of displaying the required characters or images corresponding to the shapes of the first electrode 21 can be easily manufactured.
