PROBLEM TO BE SOLVED: To record inputted digital data at all times, to inhibit important data from being deleted or overwritten, to permit unimportant data to be overwritten, and to reproduce data in accordance with the request from a host side, when necessary. SOLUTION: The recording and reproducing device is provided with a memory 104 for temporarily storing data, an address generating part 109 for generating addresses, a flag generating part 110 for generating a flag for inhibiting data from being overwritten, and a processing part 105 for adding addresses to the data, and records the data to recording medium. When new data are recorded, the device prohibits a sector recorded with data to which the flag is given from overwriting the new data. Afterwards, the device records the data, while allocating consecutive addresses from a sector without a flag imparted for inhibiting overwriting. When reproducing the data, the device reads out data from all user sectors, transfers addresses to the host, and reads out data of an address specified by the host. COPYRIGHT: (C)2006,JPO&NCIPI
