PROBLEM TO BE SOLVED: To provide a personal authentication apparatus capable of identifying and authenticating an individual accurately with high precision at a high speed by recognizing an iris image of the individual, and applicable to an information system or other management operations. SOLUTION: The personal authentication apparatus comprises an iris/pupil detection means for imaging by a camera 14 capable of capturing a moving image and for sensing an iris 12 or pupil part of an eye 10, an iris pattern acquisition means for capturing a detected iris pattern, a storage conversion means for converting a rotational orientation and a form of the iris pattern by a rotation spreading neural network to learn them as vector information and for storing the vector information, and an iris pattern form determination means for comparing the vector information of the iris pattern with vector information obtained by converting an arbitrary iris pattern of an image by the rotation spreading neural network. In order to identify an individual, the form determination is performed by recognizing and correcting the orientation of each vector information being compared, calculating at least one of the inner product and the minimum distance of each vector information, and determining whether the vector information matches each other or not.
