PROBLEM TO BE SOLVED: To provide a developer quantity regulating blade which forms a uniform thin layer of developer on a developing sleeve and makes it possible to apply sufficient electrostatic charges (triboelectricity) to developer, thus to prevent the occurrences of a nonuniform image, an image streak, and a ghost. SOLUTION: A developing device includes: the developing sleeve 11 for conveying developer from a developer container 10 to a developing section, as shown in Figure; and the developer quantity regulating blade disposed in firm contact with the developing sleeve. The developing device carries out development by regulating a quantity of developer so as to form the uniform thin layer of developer while frictionally charging the developer between the developer quantity regulating blade and the developing sleeve 11, and then supplying the developer on the uniform thin layer to an electrostatic latent image formed on a latent image carrier. In the developer quantity regulating blade in the developing device, whereas the average ten-point roughness (Rz) of the developing sleeve 11 is 5 to 15μm, the average ten-point roughness (Rz) of the surface (charge control face) of the developer quantity regulating blade, which surface is brought into contact with the developing sleeve 11, is 5 to 25μm.
