PROBLEM TO BE SOLVED: To realize a smooth turning-over operation when holders are bound in binding rings. SOLUTION: A holder is a bottomed bag, in one side edge of which binding holes 16 are formed. At the middle part inside these binding holes 16, a welded part 33, which extends vertically, is formed, resulting in keeping a thin state by maintaining a piled up state between a front and a rear binding hole forming regions 17A and 17B in a front and a rear sheets 11 and 12 even when the housing thickness of documents increases, resulting in preventing the binding holes 16 from being caught by binding rings R when a turning-over operation is performed under the condition that the holders 10 are bound in the binding rings R.
