PROBLEM TO BE SOLVED: To provide a method and a device for producing an optical fiber preform where the relative positions of burners and a soot deposited body are always fixed, and the profile of refractive indexes is stable. SOLUTION: In the method for producing an optical fiber preform by depositing soot formed by flame hydrolysis reaction, the variation width of the surface temperature in burner fixing parts including burner holders 6 for burners 4, 5 for optical fiber preform synthesis and fixtures 7 therefor is controlled to≤80°C, and a mechanism for controlling the surface temperature of the burner fixing parts including the burner holders for the burners for optical fiber preform synthesis and fixtures therefor is provided. Regarding the mechanism for performing temperature control, it is also possible that a thermal insulation plate 8 is provided between burner flame and each burner holder 6 and/or each fixture 7, or a temperature regulating means 9 of heating and/or cooling the burner fixing parts including the burner holders 6 and the fixtures 7 is provided, so as to perform temperature control.
