PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor of a sheet form in which the problem that a leakage current defect occurs and capacitance percentage achievement is not sufficient is solved, and capacitance percentage achievement is not deteriorated. SOLUTION: The capacitor is provided with a sheet-like substrate 1 where one face is set to be an anode electrode 2, the other face is etched and a dielectric oxide film 3 is formed, a solid electrolytic layer 4 formed on the dielectric oxide film 3 of the substrate 1, through holes 6 passing through the substrate 1 comprising the solid electrolytic layer 4, an insulting layer 7 coating inner peripheral faces of the through holes 6 and a part of the anode electrode 2 and the solid electrolytic layer 4 which are connected to the inner peripheral face, and a cathode layer 5 formed on the solid electrolytic layer 4 comprising the insulating layer 7 and in the through holes 6. The solid electrolytic capacitor in the sheet form of high performance in which a forming defect of the solid electrolytic layer 4 near the through holes 6 can be improved and the deterioration of capacitance percentage achievement is suppressed since the leakage current defect is reduced and the dielectric oxide film 3 can be used at maximum can be obtained.
