PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide-made cutting tool, having a hard coating layer exhibiting chipping resistance in high-speed intermittent cutting for high hardness steel. SOLUTION: In this surface coated cemented carbide-made cutting tool, a hard coating layer constructed by the following (a) to (c) is formed on the surface of a cemented carbide substrate made of tungsten carbide-base cemented carbide or carbonic nitride titanium-base cermet: (a) a lower layer formed of (Al, Ti)N layer satisfying the composition formula (Al<SB>1-X</SB>Ti<SB>X</SB>)N (wherein, by atomic ratio, X is 0.25 to 0.60); (b) an adhering bonding layer formed of TaBN (tantalum boron nitride) layer having the average layer thickness ranging from 0.1 to 0.5μm; and (c) an upper layer formed of TaB<SB>2</SB>(tantalum boron) having the average layer thickness ranging from 0.8 to 5μm.
