PROBLEM TO BE SOLVED: To enable detecting the optimum mode by a simple configuration when a coder and coding method are applied to a video camera for recording an imaging result based on motion images, an electronic still camera and a monitoring device and the like, with respect to the coder, the coding method, the program of the coding method and a recording medium recording the program of the coding method.

SOLUTION: In this method, the optimum mode of an inter-prediction mode is detected on the basis of a cost value by integer pixel accuracy, and the cost value based on accuracy of one pixel or less is calculated for this maximum mode to detect the optimum mode between an intra-prediction mode and an inter-prediction mode.
