PROBLEM TO BE SOLVED: To enhance the durability of a decorative cement plate where a weather resistant coating layer exhibiting high weather resistance is formed on a decorative layer. SOLUTION: The decorative layer 2 formed with a decorative cement material whose main material is cement is prepared on the surface side of a base plate 1 formed with a cement material for the base plate whose main material is cement. The weather resistant coating layer 3 is prepared on the decorative layer. The weather resistant coating layer 3 comprises a first coating layer 31 formed on the surface of the decorative layer 2 with an organic coating material whose main component is a resin and a second coating layer 32 formed with an organic and inorganic complex coating material containing an ultraviolet absorbing agent whose main component is cerium oxide and containing an organosilane as a main component.
