Disclosed is a surface-treating agent which provides a powder with excellent hydrophobic properties while improving wash-off properties of the powder. Also disclosed are a surface-treated powder which is treated with such a surface-treating agent, and a cosmetic preparation containing such a surface-treated powder. Specifically disclosed is a surface-treating agent characterized by being composed of a polymer which contains a monomer (A) represented by the general formula (1) below as a constituent polymer. (In the formula, R¹ represents hydrogen or an alkyl group having 1-3 carbon atoms; R² represents an alkylene group having 4-22 carbon atoms; X¹ represents an -NH- group or an oxygen atom; and M¹ represents hydrogen or a monovalent inorganic or organic cation.)
