TRANSMISSION APPARATUS AND LEAKY PACKET BAND CONTROL METHOD

PROBLEM TO BE SOLVED: To achieve a high quality traffic service based on user parameters by using leaky packet algorithm.

SOLUTION: A leaky packet counter section 31 adds an output rate to a count change value C2 for each one-cell slot time and calculates a count C1 by subtracting a full rate from the sum when receiving a valid cell output request. An upper limit calculation section 34 calculates an upper limit of the count C1. A count change section 32-1 carries out count change processing in which the count C1 is changed to the upper limit when the count C1 is the upper limit or over or no count is changed when the count C1 is less than the upper limit. A comparison section 33 validates an output timing signal when the count change value C2 is an output reference value or over or invalidates the output timing signal when the count change value C2 is less than the output reference value.
