<p><P>PROBLEM TO BE SOLVED: To provide a technology which can smoothly reproduce with a reproducing apparatus of different throughput while the deterioration of the quality of an image is suppressing in processing which transmits moving image data. <P>SOLUTION: A moving image transmitting device which transmits the moving image data is provided in a moving image data reproducing apparatus. This moving image transmitting device includes an object extraction unit for extracts a plurality of objects including an attention object from the moving image data, a compression rate determination unit for determining a compression rate for regenerating the environment of the moving image data reproducing apparatus for a plurality of objects according to reproducing environmental information representing the reproducing environment of the moving image data reproducing apparatus, a coding unit for encoding the moving image data while the plurality of objects are compressing based on the determined each compression rate, and a transmitter for transmitting the encoded moving image data.
