PROBLEM TO BE SOLVED: To provide a designing technique and a designing device capable of designing a fully satisfactory optical circuit or photoelectric fusion circuit in a relatively short time and in an efficient manner by using a book of optical connection. SOLUTION: A method for designing an optical circuit or photoelectric fusion circuit includes, for the design of an optical module or an optical connection layer provided with a plurality of optical ports each of which has the function of at least either inputting or outputting optical signals and a sheet-shaped optical transfer medium, preparing a book of optical connection as data having information about a set of optical ports that can be at least optically connected to the plurality of optical modules or to the optical connection layer; designing an optical circuit or photoelectric fusion circuit in a system to which the plurality of optical modules or the optical connection layer is applied; and comparing and evaluating a plurality of design results 24 to select a desirable design.
